The Dark Lord has many methods for leading mortal souls to his party. Apparently one way is to pour champagne directly into their glasses while you hang off of the architecture. While many of these mortal frogs look like they're quite enjoying themselves, others look as if they may have enjoyed too much. The frog in the top hat is apparently meant to represent an old fictional villainous character played by Frederick Lemaitre.
